A DECISION — the authoritative choice that resolves a decision task (hourglass: facts + recommendations → decision → outcomes). Either an approve/reject of a subject, or the selection of one governance.recommendation from the candidate set. Carries the ADMITTING authority and an evidence manifest (the recommendations + facts relied on) — that manifest IS the decision receipt: contestable and correctable.
