An ORDER โ the executable, signed instrument that carries a decision into action (outcome side). Generic and domain-agnostic: an order directs an actor to do something by a time, derived from a decision, and names the workflow that fulfils it. 'Install pumps', 'issue a certificate', 'pay a claim' are all orders.
