A STRUCTURED, machine-evaluable rule β the Rules side of facts+rulesβdecision. It tests a metric on a fact schema (`applies_to`) against a threshold and, when matched, proposes a stage/action at a declared STRENGTH. `binding` carries the legal force INHERITED FROM ITS SOURCE DOCUMENT (a binding law β mandatory; a guideline β advisory; general knowledge yields no rule) β so a rule is only ever as strong as the instrument behind it. Conflicts resolve by precedence: binding>advisory, then jurisdiction level, then recency, honoring `supersedes`. Evaluated deterministically (no LLM); the match is auditable and cited back to `source`.
