A tenant's DESKTOP SHELF — the set of non-system apps the tenant admin has installed onto the desktop. One record per tenant. System apps (e.g. the Marketplace) are default-installed and undeletable, so they are NOT listed here; the desktop always shows them alongside the shelf. Editing the shelf (install/remove) is a tenant-admin act, brokered by the app-host.
