A WORKFLOW declaration (SOP template) — an ordered list of steps, each an action assigned to a role. Domain-AGNOSTIC: the engine instantiates a workflow into tasks and routes them, knowing nothing about the domain. A flood SOP, a permit process, and a payroll run are all workflows; only the steps + roles differ (that's data).
