A DATA-SOURCE DISCLOSURE record — the governed, network-catalogued attribution for an external data source (e.g. OpenAQ, CPCB). Authored once; referenced by every component that ingests from the source and rendered wherever the derived data is shown. A fact stamps a short `source` token in its provenance; that token equals this record's `source_id`, so any surface resolves fact -> source_id -> this record to obtain the required license + attribution. This is the single source of truth for attribution obligations; it is NOT stored per-app.
