A governed GENERATION RECIPE for a component KIND — the 'component-level generation skill' the Studio Solution Expert (ACTOR) uses to scaffold/generate a component of that kind: which reference component to copy the broker I/O pattern from, plus kind-specific guidance the code generator must follow. Making these governed records (instead of hardcoded templates) lets a developer add or tune how each kind is generated without a code change. A world-readable platform catalog (no tenant data, no secrets).
